What problem does this PR solve?

Cherry-pick #11312 to release-nextgen-202609 to reduce duplicate etcd reads on concurrent GC cache misses and warm GC state caches on NextGen leaders.

Issue Number: ref #11311

What is changed and how does it work?

Coalesce concurrent cache fills, batch safe-point reads, and warm initial GC scopes using an enabled-keyspace index. Tie load cancellation and cleanup to each leadership generation.

Preserve the release branch's interfaces and dependency versions. The backport matches the source patch, with two additional imports required by the release branch: context in endpoint.go and errs in kv_test.go.

Check List

Tests

  • Unit test: NextGen basic tests passed for pkg/gc, pkg/storage/endpoint, pkg/storage/kv, server/config, server/cluster, and server.
  • Integration test: GC state leader transitions and GC concurrency configuration update/reload passed with nextgen, without_dashboard, and deadlock tags.
  • All tests used failpoint instrumentation with cleanup.
  • Repository make check passed.

Code changes

  • Adds GC keyspace index load and cache warmup concurrency settings.

Release note

Reduce duplicate etcd reads during concurrent GC state cache misses and add background GC state cache warming for NextGen leaders.

Summary by CodeRabbit

  • New Features
    • Added configurable concurrency limits for GC keyspace discovery and GC state-cache warmup. Both settings default to 4 and accept values from 1 to 16.
  • Bug Fixes
    • Improved GC state loading and cache warmup across leadership changes, helping prevent stale results and allowing interrupted loads to be retried.

Coalesce concurrent GC cache fills and batch safe-point reads to reduce
etcd work. Warm enabled NextGen GC scopes in the background, with load
ownership and cancellation isolated by leadership generation.

Preserve the release branch interfaces and dependency versions. Add the
context and errs imports required by the backported code and tests.

Walkthrough

This change adds configurable GC concurrency, context-aware batched safe-point reads, leadership generations, an enabled-keyspace metadata index, and a bounded GC state-cache warmup campaign.

Changes: GC state loading and warmup

Layer / File(s) Summary
Configuration and storage contracts
conf/config.toml, server/config/..., pkg/storage/endpoint/..., pkg/storage/kv/...
Adds two validated concurrency settings, context-bound raw transactions, batched safe-point reads, transaction-response validation, and dedicated decoders.
Leadership generations and GC state loading
pkg/gc/gc_state_{lifecycle,loader,manager}.go, pkg/gc/*_test.go, tests/server/gc/gc_test.go
Replaces the leadership counter with generation-scoped state, shared load flights, cancellation, generation-aware cache publication, and transfer coverage.
Enabled-keyspace index
pkg/gc/enabled_keyspace_{index,loader}.go, pkg/gc/enabled_keyspace_index_test.go
Loads revision-pinned metadata snapshots, applies validated watch progress, and performs bounded concurrent range reads with reload handling.
Warmup campaign and leader runtime
pkg/gc/gc_state_warmup*.go, server/server.go, server/cluster/cluster.go, go.mod
Adds warmup workers, joined-load tracking, retries, runtime wiring, generation cleanup, and the direct x/sync dependency declaration.
