gc, keyspace: honor min-start-ts in meta-service groups - #11447
TiDB reports min-start-ts to its assigned meta-service group's etcd, but PD reads only its own etcd. With a report of 100 stored only in the group, advancing the transaction safe point to 200 incorrectly succeeds without a blocker.
What is changed and how does it work?
Route TiDB min-start-ts reads to the keyspace's assigned meta-service group for both transaction safe-point advancement and the legacy gc_worker path. Reuse the existing keyspace metadata and report parser, and keep all GC state writes on PD's backend.
Share lazily created etcd clients by group, reconcile them with configuration changes, and close them during server shutdown. Routing, backend, and parsing failures abort advancement.
In the CSE stack, TiDB's GC worker already reads min-start-ts through a SafePointKV connected to the assigned meta-service group's etcd; pd-cse does not read these reports itself. In the current PD GC flow, GCStateManager performs this check, so PD must select the corresponding backend. This PR adds that routing while preserving PD's existing report parsing and safe-point semantics. GC state writes remain on PD's etcd.

Tests
Unit tests with independent PD and group etcd clusters cover leased reports, keyspace isolation, barriers, failure atomicity, and client lifecycle.
Affected package suites passed in default and nextgen modes: ./pkg/gc ./pkg/keyspace ./pkg/storage/endpoint.
Targeted make basic-test with -race -run TestMetaServiceGroup passed for ./pkg/gc ./pkg/keyspace.
Full make check passed using existing pinned tools (GOTOOLCHAIN=auto make -o install-tools check).
Server compilation passed with without_dashboard and nextgen,without_dashboard.
Release note
Fix an issue where transaction safe points could advance past TiDB min-start-ts protection for keyspaces using dedicated meta-service groups.
Summary by CodeRabbit
New Features
GC transaction safe points now account for TiDB MinStartTS reports from the meta-service group configured for a keyspace.
Null keyspaces and keyspaces without an assigned meta-service group continue to use the existing PD-based behavior.
Legacy gc_worker safe-point updates also use keyspace-specific meta-service group reports.
Invalid group configuration or unavailable group services now return errors during safe-point updates.
Bug Fixes
Safe-point updates are rejected if keyspace routing changes during the operation, preventing stale updates from being applied.
Define group client ownership and route transaction protection reads to
its assigned backend while retaining PD GC state transactions.
Scope the fix to unshipped group deployments and document the two-etcd
regression and failure-safety checks.

Read TiDB transaction protection from the keyspace's assigned group
before advancing either GC API. Keep GC state writes on PD's backend
and abort advancement when routing or report reads fail.
Share lazy etcd clients by group and reconcile their lifetime with
configuration updates and server shutdown.
Cover separate etcd backends, report lease removal, read failure
rollback, client ownership, and legacy GC behavior.

GC safe-point advancement reads TiDB min-start-ts from the assigned meta-service group when configured. The change adds revision-checked transactions for keyspace metadata and managed group etcd clients. Server startup passes the group manager to the GC state manager, and shutdown closes it.
Raw transaction results include key modification revisions, and transactions can compare a key’s modification revision. Keyspace metadata loads return its revision. GC state transactions can require that revision to match. Tests cover revision reads, comparisons, and transaction outcomes.
Managed group etcd clients pkg/keyspace/meta_service_group.go, pkg/keyspace/meta_service_group_client.go, pkg/keyspace/meta_service_group_client_test.go
The manager caches group etcd clients, validates endpoint configuration, reconciles clients after group changes, and closes cached clients. Tests cover client reuse, endpoint updates, invalid configuration, TLS errors, and closure.
Keyspace loading returns metadata and its stored revision. GC safe-point paths retain metadata through advancement. Server startup supplies the group manager, and shutdown closes it. Test fixtures and constructor calls account for the manager argument. The config file adds a comment about NextGen kernel settings.
Backend selection and safe-point validation pkg/gc/gc_state_manager.go, pkg/gc/tidb_min_start_ts_test.go, pkg/gc/metrics_test.go
Null or unassigned keyspaces use the PD provider. Configured keyspaces read min-start-ts through their group’s etcd client. Tests cover report selection, barriers, lease expiry, fallback, failures, revision conflicts, and legacy safe-point paths.

Issue #11437 requires PD to honor a valid TiDB min-start-ts report in the assigned meta-service group during transaction safe-point advancement. The PR routes keyspace-level reads through the group etcd client and preserves PD-local fallback for unassigned or unsupported scopes. It applies the same routing to the legacy gc_worker path. Routing, client, and parsing errors abort advancement. Revision checks prevent a routing metadata change during the GC-state transaction. Tests cover group barriers, isolation, fallback, failure atomicity, malformed reports, client lifecycle, and routing revision changes.
Full details: Out of Scope Changes check
Explanation
The changed implementation supports issue #11437. Client caching, endpoint validation, configuration reconciliation, shutdown cleanup, keyspace revision loading, and transaction comparison logic support safe group routing and atomic advancement. The legacy gc_worker update applies the same required protection. The tests verify the new behavior. The config comment documents the NextGen-only settings in the affected configuration section. No unrelated change is demonstrated.

Fence the GC commit against meta-service group changes.
reconcileEtcdClientsLocked calls SetEndpoints on the shared etcd client. In etcd v3.5.15, this updates the endpoint list and resolver but does not cancel an RPC already using the old connection.
A reachable sequence is:
loadTiDBMinStartTS starts a read through the cached client.
The group update persists new endpoints and calls SetEndpoints.
The read completes from the old backend.
RunInGCStateTransaction commits the calculated safe point.
The transaction compares only the keyspace metadata revision and GC revision. An endpoint change updates neither key. The commit can therefore succeed while the new backend contains a lower live min-start-ts report.
Add the selected group’s persisted configuration revision to the same GC transaction comparison, or hold a shared synchronization fence through the report read and GC commit. Replacing the cached client alone does not cover a read that completed before replacement and committed afterward.

Recreate cached clients when endpoint credential requirements change,
