Releasing many samples at once ran every matrix job's version-bump push against main together, and the fixed 3 to 12 second backoff gave up after five attempts, failing the Express, Vue and Flutter quickstart releases. Run at most four releases at a time and retry up to ten times with a randomized wait. Refs thunder-id/thunderid#5904 Signed-off-by: Brion <info@brionmario.com>

Purpose
The first release of the quickstarts (run 39429836038) failed for
quickstarts/express,quickstarts/vueandquickstarts/flutter. All ten selected samples ran in parallel, and each pushes its version-bump commit tomain. The commit step retried five times with a fixed 3, 6, 9 and 12 second backoff, so jobs that lost the race kept colliding in step until they gave up:The three failed jobs stopped before tagging, so no tag or release was created for them and nothing needs cleaning up.
Approach
