GroupMembers offers users and agents from every organization unit (OU) the signed-in user can see when adding members to a group. Since thunder-id/thunderid#6047, a ThunderID group accepts a member only when the group's OU owns it or it is shared with that OU. Anything else is refused with GRP-1019. The component fetches its candidates itself, so an application can't narrow the lists to the group's OU, and admins can pick members the server then refuses.
This PR adds an optional ouId prop to GroupMembers. When it is set, the users and agents offered for adding come only from that OU.
Approach
React and Vue GroupMembers take an optional ouId. toEqualityFilter turns it into ouId eq "<id>", which is sent on the users and agents requests. getUsers and getAgents already accept filter, so no API changes are needed.
The OU-scoped lists return exactly what the server accepts: users the OU owns plus those shared with it, and agents the OU owns (agents can't be shared).
The filter is part of the users and agents query keys, so changing ouId refetches the lists. Until the new list arrives, no candidates from the previous OU are offered. This covers both the pending and the failed case, the same way RoleAssignments handles it in List role assignment candidates from an organization unit #144.
The group's members list is unchanged.
Without ouId, the requests and query keys are the same as before, so existing applications are unaffected.
Next.js passes props through to the React component, and Nuxt auto-imports the Vue component, so both get the prop without changes of their own.
The React and Vue playground stories for GroupMembers have an ouId control for live mode.
GroupMembers in React and Vue now accepts an optional ouId to filter user and agent candidates. Results fetched for a different organization unit are not exposed. Both playgrounds add a control for setting the value.
Both components add ouId and apply its equality filter to user and agent requests and query keys. Each response retains the filter used for its request.
Candidate visibility and behavior tests packages/react/src/components/admin/GroupMembers/GroupMembers.tsx, packages/vue/src/components/admin/GroupMembers/GroupMembers.ts, packages/react/src/components/admin/__tests__/adminComponents.test.tsx, packages/vue/src/__tests__/components/admin/admin-components.test.ts
Each component exposes candidates only when the response filter matches the current filter. Tests cover filtered candidate requests, unfiltered group-member requests, and pending or failed requests after ouId changes.
Both playgrounds add an organization-unit control and pass a nonempty value to the live component. Generated snippets handle the value separately from shared props.

Failed candidate requests can leave the add-member picker empty without explaining why. The change is mergeable with owner awareness, but both components should display these errors.

Show candidate-list errors in the group member picker.
When the users or agents query fails with no prior data for the current ouId, the picker stays empty and shows no message. GroupMembers passes only members.error, add.error, and remove.error to BaseGroupMembers, so agents.error and users.error never reach the UI.
Include the candidate query errors in the error prop, for example through toManagementErrorMessage. Add a candidate-list message key to every shipped locale, and use that key for this fallback.

Pass candidate query errors to BaseGroupMembers.error.
When an OU-filtered user or agent request fails before data is available, useResourceQuery stores the error and the candidate lists remain empty. GroupMembers passes only member and mutation errors to BaseGroupMembers, so the picker can be empty without a translated error message.
