Two org-standard proposals in one PR:

  1. dependabot groups: — buildDependabotYaml now always emits groups: (wasm-tools-family, wasmtime, github-actions-all) so one upstream release lands as one PR across all directories (the 4-8-PR split seen on loom/witness/mcp/relay/rules_wasm_component).
  2. action SHA-pinning — org rule is actions pinned by commit SHA, not tag. New action-pinning module scans .github/workflows for tag-pinned uses: and the org analysis report counts them per repo, so drift is visible org-wide. (31 repos got pinning PRs today.)

56/56 tests pass.

buildDependabotYaml now always includes groups: (wasm-tools-family, wasmtime,
github-actions-all) so one upstream release lands as one PR across all
directories instead of one PR per directory — the split that produced 4-8 PRs
per release on loom, witness, mcp, relay and rules_wasm_component. Every repo
temper configures gets this on the next sync. 54/54 dependabot tests pass.
Org rule: actions are referenced by commit SHA, not tag (uses:
owner/action@<sha> # vN). New action-pinning module scans
.github/workflows/*.yml for tag-pinned uses: and the org analysis report now
counts them per repo, so drift is visible org-wide. 56/56 tests pass.
