buildDependabotYaml now always includes groups: (wasm-tools-family, wasmtime, github-actions-all) so one upstream release lands as one PR across all directories instead of one PR per directory — the split that produced 4-8 PRs per release on loom, witness, mcp, relay and rules_wasm_component. Every repo temper configures gets this on the next sync. 54/54 dependabot tests pass.
Org rule: actions are referenced by commit SHA, not tag (uses: owner/action@<sha> # vN). New action-pinning module scans .github/workflows/*.yml for tag-pinned uses: and the org analysis report now counts them per repo, so drift is visible org-wide. 56/56 tests pass.

#78 merged with package-ecosystem inside the github-actions-all group, which dependabot's config validator rejects (groups cannot be ecosystem-scoped). Scope by name shape (owner/name contains a slash, never starts with @) instead. 56/56 tests pass.
