Large replies were split into independent UDP datagrams at MTU boundaries, changing the application's message framing. Emit IPv4/IPv6 fragments of one checksummed UDP datagram instead, and expose datagram-aware recv/send so an empty packet is not treated as stream EOF.

The focused regression verifies IPv4/IPv6 fragment offsets, reconstructed payload, empty packets and oversized rejection. Existing stream traits remain available. Incoming IP fragment reassembly is unchanged.

Validation on Windows, without creating a TUN device:

  • cargo test --manifest-path deps/ipstack/Cargo.toml --target-dir target — 13 unit and 23 doc tests passed.
  • cargo clippy --manifest-path deps/ipstack/Cargo.toml --target-dir target --all-targets --all-features -- -D warnings
  • cargo fmt --manifest-path deps/ipstack/Cargo.toml -- --check

CI now executes library tests as well as examples. README documents the datagram API. No native proxy wire-format or FFI ABI change.
