Return a 422 when a stored mixed attachment cannot be parsed on retry.

_build_retry_request rebuilds each stored attachment with AssessmentAttachment.model_validate. The mixed type was removed from AssessmentAttachment.type, so a stored attachment with type: "mixed" raises a ValidationError. Nothing in the call path catches it. The generic exception handler then returns HTTP 500 with the raw Pydantic message, and the caller gets no actionable response. Retry fails only for stored attachments whose type is mixed.

Wrap the attachment parse and raise a 422 that tells the user to create a new assessment. The same helper serves retry_assessment and retry_assessment_run, so one change covers both.

Add the missing import in backend/app/services/assessment/service.py. The module does not import ValidationError today.

Review comment at @backend/app/models/assessment/assessment.py at line 12:
Update _build_retry_request to catch Pydantic ValidationError from
AssessmentAttachment.model_validate when rebuilding stored attachments, and
return an HTTP 422 directing the user to create a new assessment. Import
ValidationError in the service module and preserve the existing binding
construction and retry behavior for valid attachments.

Not changing this: the legacy RUN pipeline, including its retry path, is being removed, so a stored mixed attachment is not handled here.

Dispatch google-gcp assessment RUNs in submit_assessment_batch.

submit_assessment_batch has no branch for google-gcp. Every GCP assessment RUN reaches the final else and raises Unsupported provider for assessment batches, so the run fails at submission, with or without audio columns. The API path in services/assessment/api/batch.py already handles GOOGLE_GCP with GoogleGCPBatchProvider. Add an equivalent branch here.

This defect predates the PR. The dispatch logic is unchanged from the merge base.

Review comment at @backend/app/models/config/assessment_blob.py at line 21:
Update submit_assessment_batch to dispatch GOOGLE_GCP assessment runs through
GoogleGCPBatchProvider, matching the existing handling in the API batch path.
Preserve the current provider branches and ensure GCP runs are handled
regardless of whether they include audio columns.

Not changing this: it is pre-existing and in the legacy RUN pipeline that is being removed; the API batch path already handles google-gcp.
