🎯 Functional Correctness | 🟠 Major | ⚡ Quick win
Read the refusal text from part.Refusal, not part.Text.
A Responses API refusal part looks like {"type":"refusal","refusal":"..."}. core.ResponsesContentItem has a separate Refusal field for this text. The Text field is empty on a real refusal part. The stream test in chat_via_responses_stream_test.go (line 259) uses this upstream shape.
The chatgpt non-streaming path takes the terminal response object from collapseResponsesStream and decodes it into ResponsesContentItem. On that path, refusals collects only empty strings and the refusal extra field is never set. The client gets content: "" and finish_reason: "stop", and the model's refusal text is lost.
TestConvertResponsesResponseToChat_Refusal in chat_via_responses_output_test.go (line 233) builds the part with Text. This matches the bug, so the test passes. Change the test to set Refusal.

Recover pending tool calls in a fixed order, not Go map order.
handleTerminal loops over sc.items with range. Go map iteration order is random. Suppose two or more delta-first tool calls get their identity only from the terminal output. Their start chunks and buffered argument chunks then go out in a different order on each run. For example, index: 1 can arrive before index: 0.
Clients that merge by index still work. Clients that add tool calls to a list in arrival order produce the wrong list. The output also changes from run to run, which makes tests and debugging harder.
Loop over the pending items in ascending toolIndex order.

[Medium impact] The change affects chat requests that use the ChatGPT subscription provider. The PR is not ready to merge because six previously reported defects still break request settings, refusals, or tool use.

There was a problem hiding this comment.
Requests with reasoning_effort: "high" or verbosity: "low" silently lose those settings. They arrive in ExtraFields, but this converter only copies req.Reasoning and never maps the flat fields to Reasoning.Effort and Text.verbosity. The chatgpt allowlist then drops both extras, so callers get the provider defaults.
Map both fields before calling the provider, preserving any mapped response_format settings.

Refusal explanations disappear
A real Responses refusal stores its explanation in part.Refusal, but this branch reads part.Text. Non-streaming chat clients therefore receive an empty assistant answer instead of the refusal explanation.
The reverse mapping also loses refusals: chatMessageExtraFieldsForResponses strips refusal without adding a Responses refusal content part. Read part.Refusal on output and rebuild the refusal part when translating assistant history. Add a test that decodes a raw refusal response rather than setting Text directly.
| toolType, _ := tool["type"].(string) | ||
| switch strings.TrimSpace(toolType) { | ||
| case "function", "custom": |
There was a problem hiding this comment.
Custom tools are accepted and sent upstream, but neither response converter handles custom_tool_call. If the model invokes one, the non-streaming path drops the call and reports stop. The streaming path ignores response.custom_tool_call_input.delta and returns no usable call. Assistant history also turns every tool call into function_call, so the client’s tool loop cannot continue correctly.
Reject custom tools before calling upstream until their output, stream events, and history can all be translated, or implement those mappings together.

Optional tool arguments become required
When a function tool omits strict, flattenChatToolForResponses leaves it absent. Chat Completions defaults to non-strict tools, but Responses defaults to strict tools. Optional arguments can therefore become required after translation.
Set strict: false when the caller did not choose a value, as the existing OpenAI adapter does.

There was a problem hiding this comment.
stringifyResponsesInputValueWithError turns structured tool results into JSON text. When a tool returns an image or file, the model receives the attachment's address as text rather than the attachment itself.
Keep structured results as Responses content parts, as the existing OpenAI adapter does.

There was a problem hiding this comment.
Inline files without a filename pass ValidFilePayload, but this converter sends their file_data without adding a name. OpenAI requires a filename alongside inline file data, so these requests fail upstream.
Use core.DefaultFilename when file_data is present and filename is empty, matching the existing adapter.

Encrypted reasoning state disappears
The ChatGPT backend returns encrypted_content directly on reasoning items, but both output converters only preserve extra_content. The input converter also forwards that wrapper unchanged instead of rebuilding native encrypted_content. Clients that preserve the returned extensions still cannot carry the model's encrypted reasoning into the next turn.
Translate the native state into the chat extension and restore its Responses shape on replay.

Send the text of text-only tool content, not the JSON of the chat parts.
Many chat clients send tool results as an array of content parts, for example [{"type":"text","text":"row"}]. stringifyResponsesInputValueWithError marshals that array. The function_call_output then contains the literal string [{"type":"text","text":"row"}]. The model sees the chat wrapper instead of row. Native Chat Completions providers pass only the text to the model. This translation changes the tool result that the model reads.
The test structured parts stringify via JSON in chat_via_responses_input_test.go (lines 241-245) expects this wrapper output.
When every part is a text part, join the part texts. Keep the JSON fallback for other content.
