Force the twentytwenty fixture install.

When the initial target is WordPress 5.5, twentytwenty already exists in the core files. On a cold extension-cache run, this step invokes wp theme install without --force. WP-CLI then returns Theme already installed., and the setup fails before the application-password assertions. Add --force to this fixture. (raw.githubusercontent.com)
