Cargo.toml: reconsider feat_{wasm, common_core,Tier1} for wasi

• move arch, hostid, uname to feat_common_core
• move df, du, env, more, tac from feat_common_core to Tier1 since they are not supported on wasi
• make feat_wasi a superset of feat_common_core
