Highlights

• Transient retries: Gh.retryTransient and retryTransient retry GhError failures that look temporary (timeouts, rate limits, HTTP 408, 429 and 5xx, and network failures) using defaultRetrySchedule, a jittered exponential backoff capped at 10 seconds. The default is 3 retries.
• Error helpers: isTransient, isRateLimited and httpStatus classify GhError values so callers can decide how to handle them.
• Rate limits: RateLimit.get reads the current core, graphql or search limit, and RateLimit.cached(ttl) caches it per resource. Failed lookups are not cached.
• Command output: GhCommandError now carries stdout (the last 64 KB) and stdoutTruncated.

Breaking changes

• GhCommandError has new stdout and stdoutTruncated fields. Code that builds this error by hand needs to supply them.
