schedule: fix placement safeguards for hot-region scheduling - #11353
With Placement Rules disabled, hot-read leader moves to stores without a Region peer and paired reverse peer moves can bypass the location safeguard. These replacements can reduce replica isolation even though ordinary peer moves reject the same topology change.
Grant-hot-region also applies a peer-replacement safeguard to pure leader transfers. With location labels configured and Placement Rules disabled, it can reject a legal transfer between existing peers even though replica placement does not change.
What is changed and how does it work?
Apply the placement safeguard's location fallback to non-peer hot-read leader targets when Placement Rules are disabled. Existing-peer leader transfers continue through their current filters.
Validate reverse Regions independently even when they have no rule fit, allowing reverse peer replacements to use the same location fallback.
Skip reverse location scoring when Placement Rules are disabled and location labels are empty. Otherwise, cache reverse location results within each main source-store scan, keyed by the Region object and reverse source store. Reuse both accepted and rejected results across main candidates, and recalculate when the Region object changes. Placement Rules checks do not use this cache.
Use the leader safeguard for grant-hot-region leader transfers, checking the Region's actual leader even when the selected hot peer is a follower. Keep the peer-replacement safeguard on its MovePeer path.
Add scheduler regression coverage for both rank formulas, Placement Rules enabled and disabled, existing-peer transfers, valid and invalid reverse replacements, and grant-hot-region leader and peer targets.

Release note
Fix incorrect placement checks in hot-region schedulers that could reduce replica isolation during peer replacements or reject legal leader transfers when Placement Rules were disabled.
Summary by CodeRabbit
Bug Fixes
Hot-region reverts now respect location constraints when placement rules are disabled.
Read leader transfers avoid destinations that conflict with location safeguards while retaining transfers to existing peers.
Leader transfers and peer moves apply safeguards appropriate to each operation, including placement-rule checks for leader destinations.
Tests
Expanded coverage for location-aware scheduling across placement-rule settings, ranking versions, and host arrangements.
Added checks for revert validation with and without cached results.
Apply the legacy location safeguard to hot-read leader replacements
when placement rules are disabled. Validate paired reverse regions even
when no rule fit exists.
Cover valid and invalid layouts, existing-peer leader transfers, both
rank formulas, and placement rules enabled and disabled.

Hot-region scheduling applies location safeguards to selected leader and peer transfers when placement rules are disabled. Revert-region validation uses a per-source cache in eligible scans. Tests cover placement-rule settings, target selection, cache behavior, and configured leader targets.

With Placement Rules enabled, a configured leader target that has no peer for the hot Regions being scanned makes this filter emit one WARN per rejected Region through ruleLeaderFitFilter.Target. These are normal scheduling misses, but randomSchedule scans all hot peers and the controller makes up to 10 scheduling attempts per cycle, so replacing the previous debug-only failure path adds repeated log writes proportional to the hot-peer count, with no sampling enabled by default.
Reject non-peer leader targets before constructing the leader safeguard.
These are normal scheduling misses and must not emit a warning for each
hot region scanned. Capture the configured target once for both checks.
Assert that normal grant-hot-region candidates do not emit warning logs.

With Placement Rules disabled, v2 reverse peer search now reconstructs the location safeguard for each main/reverse candidate pair, repeating the store-cache read lock, temporary map/slice construction, and scoring for the same reverse Region and source/target stores, even with empty location-labels. The default 1,000-peer limit is per store, so the candidate product can reach roughly one million validations per source/destination pair; this adds CPU and allocation pressure in the innermost loop, with the actual latency impact still unmeasured.

Addressed in a8f2efd. Reverse MovePeer validation now skips location scoring when Placement Rules are disabled and location-labels is empty. With labels configured, it caches both accepted and rejected results within each main source-store scan. The key contains the Region object and reverse source store; the reverse target is fixed for that scan. Placement Rules checks bypass this cache.
Conflicts with master e687ccff5a are resolved in merge commit dcab988. Its Region/fit snapshot cache is preserved alongside this cache. I reran the validation on the merged code.
BenchmarkRevertRegionLocationSafeguard scans 1,000 reverse Regions for 1,000 main candidates with one fixed store pair. Each iteration starts with a fresh cache and asserts the same acceptance counts for cached and uncached execution. Median of five samples, Go 1.27.3, Linux/amd64, AMD Ryzen 9 5950X:

Issue Number: close #11352
With Placement Rules disabled, hot-read leader moves to stores without a Region peer and paired reverse peer moves can bypass the location safeguard. These replacements can reduce replica isolation even though ordinary peer moves reject the same topology change.
Grant-hot-region also applies a peer-replacement safeguard to pure leader transfers. With location labels configured and Placement Rules disabled, it can reject a legal transfer between existing peers even though replica placement does not change.
