fix(release): create the GitHub release before upload - #5

Problem
The publish run after #4 merged (run 38647018204) failed in
build-cli:packages/cli/script/build.tsuploads the archives to a GitHub release, but nothing creates that release any more. Before the v2 sync,script/version.tscreated a draft release andscript/publish.tspublished it at the end. Upstream v2 does not upload to GitHub releases, so the sync took its versions of both scripts and dropped those two steps. Becausebuild-clifailed,publishwas skipped: npm still serves 1.18.11 and v2.0.29 was never released.Fix
script/version.ts: when the run is a release, create the draft releasev<version>on the commit being built. A re-run reuses the draft if it already exists. Notes come from--generate-notes.script/publish.ts: after npm, the tag and the version sync, publish the draft (gh release edit --draft=false), as the fork did before v2.Verification
oxlintandprettierpass on both files, and both scripts build withbun build.gh release view v2.0.29returns "release not found" today, so the next run takes the create path.
