Agents repeated CI and release coordination after product fixes were ready, and package publication left requested application adoption unfinished.
Scope checks to the changed surface, reuse valid results, honor explicit hosted-CI waivers with hooks and enforced protections intact, and own delivery through the requested consumer outcome. AGENTS.md is canonical and CLAUDE.md resolves to it.
Validation: documentation-only diff and local-link checks; normal commit and push hooks passed. No runtime, dependency, release, or deployment changes.
