Observed

Deleting a profile updates the Paykit App Registry twice. The private-payment cleanup syncs the registry after withdrawing private payment lists, and the final public cleanup syncs it again with the disabled capability. The first update is redundant and adds homeserver requests to an already slow deletion.

Expected

A full profile deletion leaves registry reconciliation to the final public cleanup, so the registry is updated once. An interrupted or failed deletion still leaves the cleanup pending for retry.
