Allow optika 3

optika 3.0.0 is out (release notes). ctis requires optika~=2.1, so no ctis release can be installed alongside it.

optika~=2.1 becomes optika>=2.1,<4.

ctis uses optika through OptikaInstrument.system, an optika.systems.AbstractLinearSystem. It calls sensor.axis_pixel, coordinates_sensor, weights(), weights_transposed(), image_from_weights() and backproject_from_weights(), whose signatures 3.0 leaves as they were; it only adds footprint() and field_stop_ to the class. The tests build an optika.systems.LinearSystem by hand from a SimpleDistortionModel, an InterpolatedEffectiveAreaModel and an ImagingSensor, none of which changed.

One thing does change for users rather than for ctis: a LinearSystem from optika 3's SequentialSystem.linearize() carries the field of view, so an OptikaInstrument built on one images nothing from outside it. linearize(field_stop=False) gives the old behavior.

Tests

• The full suite passes against optika 3.0.0 from PyPI with named-arrays 2.14.0: 59 tests.
• CI tests Python 3.12 and 3.13, which both resolve optika 3.0.0, so the 2.x lower bound is no longer tested. Nothing ctis uses changed between them.
