fix(web): keep the statistics prompt across the Overview row

Problem and result

On v0.149.1-beta.1, the statistics and Cloud terms prompt takes one of Overview’s twelve columns. Its text wraps into a tall strip and pushes the dashboard below the screen. Make the prompt span the full row when its module creates it.

Scope and safety

Keep the fix in project-statistics.js; open PR #1694 has right of way on app.css. Add a patch changeset and let the existing test DOM hold element styles.

Verification

• npm test: 767 passed.
• make verify: passed. The first run hit a UDP port collision in TestBulkTunTakesTheBulkStream; the full retry passed.
• All GitHub checks passed.
• Browser render with the branch’s HTML, CSS and statistics script, using mock Cloud API responses: at 1520 px the prompt spans 1464 px and is 201 px tall; before the fix it spans 111 px and is 1492 px tall.
• At 390 px it spans the 366 px content area with no horizontal scroll. Checked Cloud terms in dark mode, the local question in light mode, no writes before a choice, the local No action, and a hidden prompt when no decision is due.
