Description
The Test Report check fails on any PR that doesn't change a plugin (for example PR #17, which only updated the README). When no plugin changes, no tests run, so Test Report has no results and fails.
This PR adds
fail-on-empty: falseto.github/workflows/test-report.ymlso the check passes when there are no test results.Jira: PLAT-XXXX
