Description

There will likely be minor modifications and tweaks needed to this PR contingent upon the first v2 PR:
#358

This PR #375 includes the following:

Create new "playwright" modules inside the /plugins directory for new browser skills.
Include the Chromium browser in the docker build.
If the user starts Omega using the container, the script will enable the browser by default. For standalone installation outside a container, the browser is disabled by default.

Note: a stripped browser is included inside the docker image, however experiments show a manageable size increase of around ~950MB on disk.

How Has This Been Tested?

This PR may be contingent upon Mettaclaw V2. As it is -- it is running fairly well under current core.

QA SHOULD TEST THIS IN STANDALONE MODE ALONG WITH DOCKER

I'm trying to just copy from my own repo's branch into a special branch just for this PR. I have not previously used this process.
