Following the eMudhra/emSign CA compromise, this moves the image to Node 24.22.1. That release ships the NSS 3.131.1 root store, which blocks the compromised intermediates.

The utapi Python scripts get the same fix: certifi goes to 2026.10.19 (GHSA-6q48-6c7w-9gw2). The venv also upgrades pip to >= 26.2.2, because pip vendors its own certifi.

yarn.lock is refreshed to pick up the patched follow-redirects, ip-address and body-parser, all within their existing ranges and without adding duplicates. The other yarn audit findings come from upstream pins (markdownlint in the lint config, @azure/msal-node through arsenal) or have no fix yet.

The last commit bumps the version to 1.20.1 for the release.

Issue: S3UTILS-255

Pick up the updated CA bundle (GHSA-6q48-6c7w-9gw2). pip vendors its own
certifi, so upgrade it as well in the venv.
