The FINAL half of the se-p22 pin pattern, all three at once now the releases exist: statifier ~> 2.3, statifier_persistence ~> 0.2, statifier_blocks ~> 0.11. The interim git pins and override: true are retired; both pin tests now guard the Hex floors and their lock entries (each rewritten expectation sabotage-verified).

Closes the campaign-023 operator-queue item 4 (se FINAL re-pins). Gate green + firewall scan clean with positive control at cd9f499. (se-p22)

The FINAL half of the se-p22 pattern, all three at once now the releases
exist: statifier ~> 2.3 (SyncHandler + adapter), statifier_persistence
~> 0.2 (the Driver, :blob_type, run metadata), statifier_blocks ~> 0.11
(the InvokeStep defaults layer + Runtime.Subchart). The interim git pins
are retired and override: true goes with them - with every family dep on
Hex, each package states a requirement the resolver satisfies at one
version. Both pin tests now guard the Hex floors and their lock entries;
each rewritten expectation was mutated to its real-but-wrong previous
value, shown red, and restored. (se-p22)
