Summary
Document how input representation determines the sequence units used by the
C++ string-distance algorithms.
The C++ API is generic over the supplied string or range type, so UTF-8 in
std::string, UTF-16 instd::u16string, and UTF-32 instd::u32stringexpose different sequence units to the algorithm.
The documentation also clarifies that Unicode normalization and
grapheme-cluster segmentation are not performed automatically.
No implementation behavior is changed.
