Relicense from GPL-3.0-only to MIT - #3

- COPYING (GPL-3.0) is replaced by LICENSE (MIT, Copyright (c) 2026 Protechnocrats). - The workspace and fuzz crates declare `license = "MIT"`. - README, CONTRIBUTING and the deny.toml comments name MIT; the allowed dependency licenses are unchanged and all MIT-compatible. - ADR 019: EasyList/EasyPrivacy are copyleft, so bundling one would bring its terms into MIT releases; one more reason no list is bundled.
