What changes for someone using the skill

Checklist

  • CHANGELOG.md [Unreleased] has a line for any change to what the skill does
  • Generic files stay language-neutral; mandatory rules are in skills/SKILL.md and the file that carries them out
  • Links, file names, quoted section names, and rule numbers this change touches still point at something
  • Behavior changes were measured before and after, or this says why not

Sessions read the mode file but often skipped the language file, which was
named only in "Language detection" behind languages/INDEX.md. In a Python
write task, no session read PYTHON.md, and none noticed that
partner-chosen integer ids can all collide in CPython's hash table.

SKILL.md now names each language file (and GENERIC.md, plus a saved
project profile, for other languages) next to the mode file to read before
any code. WRITING-NEW-CODE.md and WORKFLOW.md name the file directly.

State that the agent reads the file for each language in the code it
will read or write, and only those; uses GENERIC.md (saved profile, or
how to build one) for a language without a file; and reads the file for
a language it meets partway through before reading that code.
