frontend-component-header not publishing to NPM #679
Investigated this today. Two separate things were going on, neither a problem with this repo's release setup.
First, the fix: commit merged on August 6 (046f2cd, PR #678) never got a release because GitHub Actions had a major incident that day (15:05-00:14 UTC) during which webhook triggers were throttled and many push events never triggered workflow runs. The merge landed at 18:59 UTC, right in that window, so Release CI simply never ran and no 8.2.3 was cut.
Second, today's release of 8.3.0 (which includes that fix) published successfully to the registry - npm view @edx/frontend-component-header dist-tags shows latest: 8.3.0 - but the npmjs.com website was lagging behind due to an ongoing npm outage (status.npmjs.org showed the website degraded and package publishing in partial outage).
In short: 8.3.0 is on NPM and installable, and everything merged to master is released. Closing.
