P1 Badge Update CodeQL init together with analyze

This leaves init on 4.39.0 while analyze runs 4.39.1, so every invocation of this workflow reaches the analyze step with configuration generated by a different action version. The CodeQL Action changelog states that mixing versions is unsupported and that subsequent steps error when loading configuration from a different init version; consequently this security scan will fail instead of publishing results. Update init to the same reviewed 4.39.1 full SHA in this change.
