P2 Badge Update both CodeQL steps to the same release

When this workflow runs, init now produces versioned state with v4.39.1 while the analyze step on line 38 still consumes it using v4.39.0. The repository's .github/dependabot.yml explicitly groups these components because they share versioned state and must change together; update analyze to the same v4.39.1 SHA so the security scan does not rely on cross-release compatibility.
