Python support policy: widen to <3.15, test security tier + bugfix-tier 3.14 (allow-fail) - #31

3.13 crossed from bugfix to security status on 2026-10-07 (security tier: 3.11-3.13, officially supported); 3.14 is the bugfix tier (unofficial 'eventually' support). The range previously refused 3.12 and 3.13 entirely. Relock floats campus-api-python/campus-suite to the widened main/weekly tips (incl. transitive bcrypt 5.x they require).
Matrix gains 3.12 and 3.13 (security tier, CI-required) and 3.14 under continue-on-error (runs for signal, never blocks).

Aligns campus-cli with the department Python support policy (2026-10-07 tier boundary: 3.13 crossed bugfix→security, 3.14 is now the bugfix tier):
