Tracks campus #658 (storage flip: tokens/auth_sessions/device_codes store the RFC 6749 scope string; legacy-list reads tolerated; API resource shapes unchanged). Alignment check against the new head: all 80 tests pass unchanged, no client changes required.

#658 unblocks the last #648 checklist item (remove the OAuthToken
