Summary

• Split userinfo@host into a new basic_uri::userinfo field and parse bracketed IPv6 host literals without treating IPv6 colons as ports.
• Validate ports as digit-only decimal values in the 0..65535 range, making malformed ports invalidate the URI.
• Add query_params() and decode_component() for parsed, percent-decoded query access.
• Percent-encode query_map and u8query_map keys/values when appending them to a URI, preserving existing query/fragment placement.
• Add RFC-style relative reference resolution with dot-segment path cleanup through resolve() and remove_dot_segments().
• Update URI docs and extend narrow/wide tests for the new behavior.
