Port Aerostack provider (v0.74.1)

Ports the Aerostack account JWT provider from upstream CodexBar v0.74.1. Aerostack is an API-key provider using bearer-authenticated GET to https://api.aerostack.dev/api/billing/usage, returning monthly AI-token usage and the reported account tier.

Windows changes:

• No cookie extraction needed; API-key only (native Windows difference).
• Settings field: Account JWT (stored via secure_file / DPAPI).
• Primary meter: token usage % (when both used and limit are present and limit > 0).
• Detail rows: Tokens used, Allowance, Remaining, Above allowance (if over), Period (if reported), Tier (in identity).

Checks run:

• cargo fmt --all -- --check ✓
• cargo clippy --manifest-path rust/Cargo.toml --all-targets -- -D warnings ✓
• cargo clippy --manifest-path apps/desktop-tauri/src-tauri/Cargo.toml --all-targets -- -D warnings (no shell changes)
• cargo test --manifest-path rust/Cargo.toml (aerostack tests: 14 passed)

File manifest:

• rust/src/core/provider.rs: ProviderId::Aerostack variant + metadata methods + brand_color
• rust/src/core/provider_factory.rs: instantiate and pace_capability arms
• rust/src/core/token_accounts.rs: token account support (None for API-key)
• rust/src/providers/mod.rs: module import + re-export
• rust/src/providers/aerostack/mod.rs: provider implementation
• rust/src/providers/aerostack/tests.rs: 14 unit tests with literal JSON fixtures

Proof: To be added with fresh binary build and win_run.py proof.

Known gaps vs. Mac:

• None (API structure matches upstream; all response fields captured).
