🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Build the next rule list from the latest drafts, not the render-time rules.
The onChange and onDelete callbacks close over rules from the last render. persist calls setRules(next) at once. If a user commits two edits before React re-renders, the second edit starts from the stale list. Example: blur one argument field and then click "+ Add argument" in the same tick. The second save overwrites the first edit. Use a ref that persist updates synchronously, and read the current list from that ref.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Make the executable path in the rule_with helper platform-neutral.
rule_with hard-codes C:\Tools\notify.exe. On non-Windows targets this path is not absolute. a_rule_over_the_argument_cap_never_matches asserts rule_with(32).matches(&event). That assertion fails on non-Windows hosts. The tests at lines 131-152 already use #[cfg(windows)] to select an absolute path. The same issue affects config_matching_respects_enabled_flag at line 162, which was not changed here. The test at lines 292-318 also compares against C:\Tools\a.exe. That test passes because it only compares PathBuf values. Use a cfg-selected absolute path in the helper.

Summary
Adds a Settings Hooks pane, matching the Mac
PreferencesHooksPane. Before this change, Windows had only an "Enable hooks" switch in Advanced, and you had to edithooks.jsonby hand to add rules.hooks. It sits between Advanced and About, as on the Mac sidebar. The id is added to the backend whitelist insurface_target.rsand to the frontendSettingsTabId/TAB_META, soCODEXBAR_PROOF_MODE=settings:hooksworks.hooks.jsonenabledandsettings.jsonhooks_enabledtogether (MacSettingsStore+Config.swift:235-270). The trust warning sits under it: "Hooks can execute local commands on this PC. Only configure commands you trust."MAX_RULES). Each rule has an enable switch, an event (the 7 hook events), a provider ("Any provider" or one provider), aquota_lowthreshold, an executable and arguments (up to 32). Edits save straight away, as on the Mac. Text fields save when they lose focus or on Enter.get_hooks_configandsave_hooks_config. The backend validates every save: an unknown event, more than 32 rules, or more than 32 arguments on a rule is refused with a readable error. The UI cap is not the only check. Whenhooks.jsoncan't be read, the pane locks and shows why instead of overwriting the file.Mac reference (upstream 0.70.0
