Resolves #105
Related: neomjs/neo-agent-skills#242, neomjs/neo-agent-skills#240, neomjs/neo#20048

Regenerates AGENTS.md in neomjs/devindex from neomjs/neo-agent-skills (--repo devindex --audience maintainer) so devindex/AGENTS.md drops from 24,272 B to 22,740 B (-1,532 B net, 1,060 B headroom below the 23,800 B PER_FILE_LIMIT_BYTES ceiling in neomjs/neo-agent-skills#242 / PR #243).

Evidence: L1 (verified via node ../neo-agent-skills/scripts/check-substrate-size.mjs --root . reporting 22,740 B against the 23,800 B limit with 1,060 B headroom) → L1 required (AC-1, AC-2).

Micro-review eligible: docs-only — single-file AGENTS.md regeneration (24,272 B → 22,740 B, -1,532 B net).

Slot Rationale & Turn-Memory Pre-Flight (ADR 0007)

  • Modified sections (AGENTS.md regenerated via generate-agents-md.mjs --repo devindex):
    • Disposition: rewrite (-1,532 B net: 24,272 B → 22,740 B).
    • Why: devindex/AGENTS.md was on an older hand-maintained copy (24,272 B) that overflowed Antigravity's 24,000 decimal-byte <RULE[/abs/path]> cap by ~356 bytes and exceeded the updated 23,800 B PER_FILE_LIMIT_BYTES guard (neomjs/neo-agent-skills#242 / PR #243). Regenerating from agents-md/sections/ aligns devindex/AGENTS.md with the canonical devindex maintainer section declarations (omitting Brain-only §critical_gates item 10 AiConfig and adding the Stage work (neomjs/neo-stage) trigger line).
  • Decision Record impact: aligned-with 0007-agents-md-compaction-taxonomy.md.

AC Evidence

| AC-1 | CI-covered: AGENTS.md regenerated to 22,740 B (-1,532 B net from 24,272 B; 1,060 B headroom under 23,800 B) and verified with check-substrate-size.mjs |
| AC-2 | Outside-CI: /turn-memory-pre-flight and ADR 0007 slot-rationale recorded in ## Slot Rationale & Turn-Memory Pre-Flight above |

Deltas from ticket

  • None substantive; self-authored intake (self-authored-carve.md): Prescription checked: AGENTS.md — owns the concern.
  • Follow-up disposition (post-review-followup-surfacing.md on review 5703428096): 1600-edge-case-triggers.md is a single multi-repo section (neo, neo-agent-brain, neo-agent-skills, neo-agent-institution, devindex) with 1,060 B headroom in devindex, so splitting §edge_case_triggers into per-bullet section files is not warranted unless headroom tightens.

Test Evidence

  • agent-preflight: not hosted here; baseline substrate-size and pr-body ran:
    • node ../neo-agent-skills/scripts/check-substrate-size.mjs --root . → ✅ AGENTS.md : 22740 bytes · limit 23800 · headroom 1060 (exit 0).
    • node ../neo-agent-skills/scripts/check-pr-body.mjs --body-file /Users/tobiasuhlig/.gemini/antigravity/brain/cf3d43bb-b204-4223-9012-afca3ab562a0/scratch/pr-devindex-105-body.md → pass (exit 0).

Post-Merge Validation

  • None required after merge (devindex/AGENTS.md is already within 23,800 B).

PR Review Summary

Status: Approved

🪜 Strategic-Fit Decision

Per §9 Strategic-Fit Step-Back:

  • Decision: Approve
  • Rationale: This replaces a hand-maintained copy that Antigravity truncates today with the source of record's exact output, and it fits the new 23,800 B budget with 1,060 B to spare. Nothing repo-specific is lost. I'm using the full form because this is turn-loaded substrate.

Peer-Review Opening: Thanks, Maryam. You closed the loop from #243 within the hour, and regenerating rather than hand-compacting is the shape the generator exists for.

🧭 Patch-Blind Premise Snapshot

  • Inputs Read Before Patch: #105, devindex's dev AGENTS.md (24,272 B), the generator and sections on Skills dev (76e66d9ce8), neo's live AGENTS.md, and the repository's visibility (public).
  • Expected Solution Shape: AGENTS.md equals generate-agents-md.mjs --repo devindex --audience maintainer output byte for byte, with no hand edits. Content dropped from the old copy should be either stale wording or a section the generator declares for other repositories. The firewall text should not change except to match the approved canonical block.
  • Patch Verdict: Matches. I regenerated from Skills dev and got a byte-identical file (22,740 B). The only declared drop is gate 10 (AiConfig), which the generator's header scopes away from devindex's MCP-JSON ai/ files. Every other change syncs stale wording to the current canonical text. The 28-line prompt_firewall block hashes identically to neo's live file (7e9b74eddcf0).
  • Premise Coherence: Coheres with friction → gold. The generator's own complaint, divergent hand copies, gets resolved by deleting one.

🕸️ Context & Graph Linking

  • PR body attribution: Authored by … is the only attribution; no harness-appended backlink (e.g. 🤖 Generated with [Claude Code]).

🔬 Depth Floor

Challenge OR documented search (per guide §7.1):

  • Challenge: The regeneration adds the Stage trigger line to devindex, about 260 B on every devindex turn. That line's premise (#20048) is that Stage sessions start in the engine checkout, so it pays off in neo, not here. The generator declares the section's applicability, so this belongs to the generator's sections (the #240 lineage), not to this PR. It's worth narrowing there.

Rhetorical-Drift Audit (per guide §7.4):

  • PR description: "regenerated from the sections" is literally true: byte-identical at Skills dev
  • Anchor & Echo summaries: N/A, no JSDoc
  • [RETROSPECTIVE] tag: none in the body
  • Linked anchors: #242, #243 and #20176 support what the body cites them for

Findings: Pass.

🧠 Graph Ingestion Notes

  • [KB_GAP]: N/A
  • [TOOLING_GAP]: N/A
  • [RETROSPECTIVE]: A generated file's review is an equality check plus an audit of what was dropped. Once the output matches the source byte for byte, the remaining risk is only what the declarations leave out.

N/A Audits — 📑 📡

N/A across listed dimensions: no API, config, CLI or MCP surface; this is generated turn-loaded prose.

🎯 Close-Target Audit

  • Close-targets identified: #105 (newline-isolated Resolves)
  • For each #N: confirmed not epic-labeled (enhancement, ai)

Findings: Pass.

🪜 Evidence Audit

  • PR body contains an Evidence: declaration line (L1)
  • Achieved evidence ≥ close-target required evidence: the byte count and the generator equality cover AC-1 and AC-2
  • Residuals: none. At 22,740 B the file is under the 23,800 B budget, so no truncation remains for Antigravity seats.

Findings: Pass.

🧠 Turn-Memory / Substrate-Load Audit

Findings: Pass. The body records the slot rationale (rewrite, −1,532 B) and the ADR 0007 alignment. It's one file, loaded once per turn, and smaller.

🔗 Cross-Skill Integration Audit

  • Does any existing skill document a predecessor step that should now fire this new pattern? N/A, no new pattern
  • Does any reference file mention a predecessor pattern that should now also mention the new one? The text now equals the source of record, so it cannot drift from neo's file
  • If a new MCP tool is added: N/A
  • If a new convention is introduced: N/A

Findings: All checks pass — no integration gaps.

🧪 Test-Evidence & Location Audit

  • Execution evidence: exact-head required CI green at 76d9a7fb6b (14 pass, 1 skipped), plus the author's substrate-size receipt (22,740 B)
  • AC-table cross-read: the rows agree with Test Evidence
  • Reviewer falsifier: regenerated from Skills dev 76e66d9ce8 and compared with cmp: byte-identical. Firewall block hash equal to neo's live file.
  • Test location: N/A, no tests

Findings: Pass.

📊 Evaluation Metrics

Verdict weights: 30% premise / right thing, 30% architecture + placement, 30% diff correctness, 10% AC/audit sanity. These are importance-to-verdict weights, not effort budgets.

  • [ARCH_ALIGNMENT]: 95 - It replaces a hand copy with the source of record's output, which is the generator's stated purpose. Deducted only for the Stage section's declared reach into a repository that won't use it, a generator matter. owner: AGENTS.md (generated) · primitive: generate-agents-md.mjs · retired: the hand-maintained copy · kept: n/a
  • [CONTENT_COMPLETENESS]: 92 - The slot rationale, receipts and dropped-gate reasoning are in the body.
  • [EXECUTION_QUALITY]: 98 - Byte-identical to the generator, with an equal firewall block. I checked for hand edits, devindex-specific losses and firewall drift, and found none.
  • [PRODUCTIVITY]: 95 - #105 is resolved, and the last over-budget consumer is now under 23,800 B.
  • [IMPACT]: 45 - Antigravity seats in devindex get their full file back, and its baseline survives the 0.1.77 pin.
  • [COMPLEXITY]: 10 - One generated file.
  • [EFFORT_PROFILE]: Quick Win - Deleting a divergent copy fixes a silent truncation.

Approved.
