What changed in this PR
Adds a GitHub Enterprise support migration notice to Bugzilla’s ticket creation flows, directing users toward Jira and Confluence.
Changes:
- Introduces a shared banner with the migration timeline and support links.
- Includes the banner in both classic and modal ticket creation forms.
