ci: improve housekeeping setup - #159

Ports the housekeeping improvements from moia-oss/tinybitset#28: - update tools & rust automatically - introduce mise managed tools and version updates with cooldown period - introduce cooldown period for dependabot updates - rely on newer GH action actions-rust-lang/setup-rust-toolchain for setting up rust based on toolchain files The nightly cargo-udeps check is dropped instead of migrated; it will be replaced by a cargo-machete check in the PR checks as a follow-up.
