• [breaking] When the jiff feature is enabled, formatting Time values outside jiff's supported timestamp range now yields "∞" / "-∞" (instead of a formatted date or always "∞").
• [breaking] Time::to_rfc3339() and Display for Time now use jiff's RFC 3339 formatting, which renders UTC as "Z" and includes subsecond digits, e.g. "2024-02-06T16:53:47.962Z" instead of "2024-02-06T16:53:47+00:00".
• [breaking] Time::format() returns jiff::fmt::strtime::Display instead of chrono::format::DelayedFormat. The value panics when displayed if the format string contains a specifier that jiff doesn't support, most notably %v and %+.
• [breaking] Time::format() renders %Z as the literal "%Z", because a jiff::Timestamp carries no time zone. %f prints the fractional second with as many digits as are non-zero, whereas chrono always printed nine.
• [breaking] Time::parse_from_rfc3339() returns jiff::Error instead of chrono::ParseError. Unlike chrono::ParseError, jiff::Error doesn't implement PartialEq.
• [breaking] Time::parse_from_rfc3339() truncates any precision below milliseconds towards zero, i.e. towards the epoch. For instants before the epoch that yields the millisecond after the parsed instant, e.g. "1969-12-31T23:59:59.999999Z" parses to Time::EPOCH.
• [breaking] Replace impl From<chrono::TimeDelta> for Duration, which was infallible, with impl TryFrom<jiff::SignedDuration> for Duration, which fails if the duration's milliseconds don't fit into an i64.
