Adds the new "offer mint agent setup before publishing" step from the agent setup workflow to the agent skill's new-site workflow (SKILL.md and root skill.md), so the skill matches the docs.

Based on Add mint agent setup to agent-only setup instructions. Checked open mintlify[bot] PRs, Autopilot's code-driven PRs and #8214: none cover this.

Overview
Aligns the Mintlify agent skill’s Starting a new docs site workflow with the published docs by adding a pre-publish step in both agent-context/context/skills/mintlify/SKILL.md and root skill.md.

Agents are now instructed to offer connecting the user’s coding agent before publish (existing-account or no-account flows). If the user accepts and Node.js is v22.20+, they should run mint agent setup --agent <agent> (claude-code, codex, or cursor) from the project directory, always passing --agent in non-interactive shells, then have the user finish OAuth in the agent. CLI details point to reference/cli.md.
