This pull request replaces the Dependabot configuration with a new Renovate configuration for automating dependency updates. The main change is the switch from Dependabot to Renovate, with equivalent settings for managing updates to GitHub Actions and git submodules.
Dependency management migration:
.github/dependabot.ymlfile, which previously configured Dependabot for GitHub Actions and git submodules updates..github/renovate.jsonfile to configure Renovate, specifying update schedules, grouping rules, and enabling managers for GitHub Actions and git submodules.
