Summary

Fix the CodeQL workflow, which fails during Linux autobuild because UserSim requires Windows SDK/WDK headers.

  • Switch to the Windows VS 2026 runner used by the existing build workflow.
  • Check out submodules recursively and generate Catch2 projects for x64.
  • Replace autobuild with an explicit MSBuild restore and rebuild in manual CodeQL build mode.
  • Update SHA-pinned CodeQL actions to v4.38.3 and checkout to v7.0.1.
