Add a small tools.json client and a NuGetVariableUpdater that rewrites the nuget|version variable to the first ReleasedAndBlessed nuget.exe. Add an Octokit client and a ServiceMonitorVariableUpdater that rewrites servicemonitor|version to the latest stable IIS.ServiceMonitor release that publishes ServiceMonitor.exe. update-dependenciescan now automatically updates the versions of:It also now parses HTML directly instead of using Playwright to resolve download URLs from the Microsoft Update Catalog. It is much faster and doesn't require a Playwright browser install.
