ImageBuilder uses the first platform tag to resolve images for Windows versions excluded from a build when completing shared-tag manifest lists. With dated tags first, advancing the release date makes it look for an unpublished tag for the delayed Windows version, causing a 404 in the Post_Build / Create Manifest Lists step. This change puts undated OS-specific tags first so that excluded platforms are resolved from their currently published images. This allows Windows versions to be published independently without dropping platforms from shared tags.
