Nothing instantiates CopilotUsageBar, so remove it together with the usage bar color helpers in CssConstants that only it called. Assisted-by: multiple AI agents and layers of automated tooling 🤖

CopilotUsageBaris not instantiated or referenced anywhere in the repository; the only remainingAbstractUsageBarsubclass in use isContextWindowBar. This removes the class together with the fourgetUsageBar*Colorhelpers inCssConstants, which had no other callers, dropping 84 lines of dead code.
