GitHub Action pinning #135

GitHub Action pinning required by December 4th: Microsoft will enforce full-length commit SHA pinning across organizations. Workflows using mutable refs (like Jaimy de Graaf (@v4) , Vlad Vannov (@main) , latest ) will no longer run. Merge action-pinning PRs, use tools like pinact or remediate manually. Details and remediation steps in link, ask your MS contact if you cannot access.
