Unwanted removal of empty lines #8348

1. Describe the bug
A lot of empty lines are removed when an .al file is saved.

2. To Reproduce

    local procedure Example(bool: Boolean; bool2: Boolean)
    begin
        if bool then
            message('foo');

        if bool2 then
            message('foo2');
    end;

3. Expected behavior
Do not remove the empty line between message('foo'); and 'if bool2 then.

4. Actual behavior
The empty line between message('foo'); and if bool2 then is removed.

I found this setting "al.legacyFormatting": true, but this does not change the behavior.
