[Bug]: Tag input commits an incomplete character when typing Korean (IME composition) and creates duplicate tags #994

Describe the bug

When adding a tag with a Korean IME, pressing Enter to confirm the last character first adds a tag with the incomplete composition, then adds a second tag with the final text.

The result is two tags: e.g. 테스 and 테스트

To reproduce

1. Switch the input source to Korean.
2. Open a note or snippet and focus the tag input.
3. Type 테스트 (the last character is still being composed).
4. Press Enter without pressing Space first.
5. Two tags appear in the Tags panel.
