MLE-33408: Update UBI base images to latest stable

Summary

Update the UBI 9 x86_64 and ARM64 dependency templates to the newer UBI base and align Rocky Linux libnsl with version .283.

Root cause

The templates used base snapshot 9.8-1786987521, which retained glibc .275 after the targeted upgrade, while Rocky libnsl .283 requires glibc .283.

Fix

Update the base to 9.8-1791279563 and Rocky libnsl from .275 to .283 in both templates. Preserve the targeted glibc upgrade.

Validation

• make lint passed; DL3067/DL3064 warnings remain in unchanged server templates.
• x86_64 and ARM64 root dependency builds and rootless-equivalent dependency builds passed; glibc/libnsl .283 and ldd -r passed on both architectures.
• UBI 9 x86_64 root and rootless MarkLogic 12.1 server builds passed. Structure tests passed 6/6 each; D01/D04 passed 2/2 each.
• ARM64 downstream server build/tests were unavailable because no matching MarkLogic ARM RPM was available.
• Rocky RPM signatures were verified using a key fetched over HTTPS from Rocky’s official site; its fingerprint was not validated out of band.
