Updates dependency-image templates to current stable UBI pins and refreshes UBI8’s externally sourced libnsl package.
Changes:
- Updates UBI8 and UBI9 base-image tags.
- Pins AlmaLinux
libnslby version and SHA-256. - Uses a temporary RPM with cleanup after installation.

Summary
Update the three dependency templates to use the latest stable UBI base-image pins. The UBI8 template also installs AlmaLinux libnsl .43.
Root cause
The dependency templates were pinned to prior UBI releases and needed updates to track the latest stable base images.
Fix
Pin UBI8 to 8.10-1791395196 and UBI9 x86_64 and ARM to 9.8-1791279563; update libnsl to .43 RPM through the standard RPM install path.
Validation
make lint: pass, with DL4006 on the checksum pipeline plus existing warnings.
