Wait for Ghost's background import before reading the imported authors - #1
Ghost 6.73 queues every POST /db/ import as a background job and answers 202 straight away. Seeding then reads the staff list before the import has run, so it fails with Imported author ada@example.com is missing. about half the time. This is breaking Pod's CI on magicpages/pod#14 and magicpages/pod#16.
Seeding now polls the staff list until every imported author is there, for up to 60 seconds. Older Ghost versions, which import before answering, pass on the first check.
Locally, up against Pod:
Ghost 6.73.0: failed 1 of 2 runs before, passed 4 of 4 after
Ghost 6.65.0 and 6.5.3: pass
Unit tests and lint pass.

Bug Fixes
Author setup now waits for imported staff profiles to become available before applying profile updates, reducing failures when imports take longer to process.
If some profiles remain unavailable, the error identifies the missing email addresses and directs administrators to Ghost’s logs for troubleshooting.

Walkthrough
Author seeding now polls the Ghost staff list until all configured author emails appear. It checks every 500 ms for up to 60 seconds, then reports any missing emails and directs users to Ghost’s logs.

Summary
Wait for imported authors src/ghost/seed/authors.mjs
seedAuthors waits for all configured author emails to appear in the staff list before updating profiles. If they do not appear within 60 seconds, the polling function reports the missing emails and points to Ghost’s logs.
The polling addresses delayed author imports, but temporary API failures can still abort seeding and stalled requests can exceed the advertised wait. These are bounded reliability concerns suitable for owner awareness or follow-up.

Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.
The poll treats all author emails appearing in /users/ as completion of the background import, although the import may still have required work outstanding, such as assigning their roles.
A subsequent author-post creation may fail or use incomplete author state.
This can occur when: All imported user records become visible before the import finishes applying roles_users, and the poll returns during that interval.

Bound each staff-list poll request with a timeout.
The 60-second deadline in waitForImportedAuthors is checked only after each /users/ request returns. A stalled request is not interrupted. Seeding then waits past 60 seconds before it reports the missing authors. Give each poll request its own abort timeout so the deadline holds.

Retry failed /users/ polls until the deadline, and keep the last error as the timeout's cause.
waitForImportedAuthors calls ctx.api.get('/users/') on every pass with no error handling. A non-OK response throws out of the loop and ends seeding while the import may still be running. Transient responses, such as HTTP 429 or 5xx, should not end the wait. Other 4xx responses are permanent and should still fail immediately.
Keep the error from the most recent failed poll in a variable declared outside the loop. The timeout error can then report it as its cause, even when the failing poll finishes just before the deadline. Clear that variable after a successful poll, so a stale error does not appear as the cause.
