The toolkit could only be imported reliably from its checkout and had no installable command. Add standard project metadata and a sycbench console entry point without introducing runtime dependencies. Exercise both the console and python -m entry points from outside the checkout.
Document installation using the included input/template, exact output, streaming/atomic-write behavior, scoring contracts, module responsibilities and citation. Expand CI to Python 3.10 and 3.12 on Linux and Windows.
Validation: source wheel built and installed successfully; all 83 tests pass locally, including both installed entry points. This change does not publish a PyPI release.
